Plain English Summary

This bylaw, officially the "Noise Control Bylaw, 2003, No. 523" for the Town of View Royal, aims to regulate and prohibit excessive noise that disturbs the peace and comfort of residents. It broadly prohibits any noise that disrupts the quiet enjoyment of the neighborhood. Specific examples include loud music, barking dogs, noisy animals, hawkers' cries, and excessively noisy vehicles. Construction activities are restricted on Sundays and statutory holidays, with exceptions for essential services like emergency work, municipal maintenance, and utilities. The bylaw grants Bylaw Enforcement Officers the right to enter properties to ensure compliance. Violators can face fines, with each hour of continued violation considered a separate offense. Previous noise control bylaws are repealed, and the bylaw includes a severability clause to ensure that if one part is deemed invalid, the rest remains in effect. Amendments include clarifications and updates regarding construction hours and permits.
