"THAT the Committee receive this report for information; AND THAT the question of whether building mass of new construction in View Royal is appropriate be referred to the Planning and Development Advisory Committee; AND THAT Council direct staff to further consult with the building community prior to bringing an amendment bylaw to Council for consideration in September; AND THAT Council direct staff to develop an interim gross floor area interpretation policy based on staff’s modified recommendations; AND THAT Council direct staff to draft a bylaw to amend Land Use Bylaw, 1990, No. 35 to: • amend the floor area definition to specifically exclude areas of the building where no physical floor exists; and • define crawl spaces as spaces where the floor to ceiling height... is not more than 1.5m (5ft); AND FURTHER THAT Council make no amendments to the Land Use Bylaw definitions with respect to measuring average grade."
