Key features include: using annualized winter consumption for residential/non-residential users (to exclude irrigation) and year-round for institutional users (e.g., VGH); implementing a $100 minimum charge per account; and applying a three-tier progressive rate structure for high-volume users. Council expressed primary concern regarding the impact on strata corporations who would receive a single large bill instead of the cost being split across individual tax assessments."
