"The Senior Planner presented the application, noting it was intended as an affordable, walk-up rental project consistent with the OCP's mixed-use designation. Council expressed strong concerns regarding the lack of an elevator (precluding disabled/senior residents), the small unit size (500 sq ft for 1BR), and inadequate visitor parking (1 stall for 10 units), especially given the street is already congested. Council members felt the development was piecemeal and worried about overloading the neighborhood's infrastructure and density, especially adjacent to a planned six-story mixed-use building."
