2022-2026 Five Year Financial Plan Deliberations: Summary from the February 17, 2022 meeting

Reviewed and supported three previously discussed capital projects, but stalled due to confusion over $200,000 in funding and its impact on the proposed 6% tax rate. Staff were required to provide further clarification.

"The Director of Finance detailed budget changes, including funding for Council Chambers modifications ($50k via Casino revenue), Public Art acquisition ($35k via Casino revenue), and shifting Six Mile Road improvements ($1.6M deferred to 2023). A lengthy debate occurred regarding the 6% tax rate calculation, specifically addressing why $200,000 previously offset by the BC Safe Restart Grant was now incorporated into the 2022 tax base, funding ongoing operational increases, particularly within the Fire Department's labor budget. Council expressed confusion, prompting the CAO to promise a clearer explanation at a subsequent meeting. The CAO also addressed extensive questions from Councillor Rogers regarding DCC reviews, RCMP facility requirements, population projections, and future infrastructure costs."
