"A lengthy debate occurred over the scale of the 247-unit project. Councillors Rogers, Kowalewich, and Mattson supported the project as a catalyst for local business and an essential density increase near transit and the hospital. Rogers emphasized the green features and off-site sidewalk improvements (valued at $85,000). Councillor Lemon opposed the project, stating that View Royal should put 'residents first' and that the density and traffic impacts were too significant for the surrounding neighborhood. Mayor Screech admitted he was 'torn' and disliked the 'NIMBY' framing used against opponents, but ultimately voted yes to support 'smart growth' principles."
