"The discussion immediately shifted to the outdated and 'archaic' language in the fine schedule (e.g., 'huckster cries which disturb'). Council was concerned that passing the MTI Bylaw as written would complicate or nullify enforcement of the newly adopted Noise Bylaw (10b). Several procedural motions were attempted (referral, tabling) before Council decided to rescind all readings of both the MTI and Noise Bylaws to allow staff to overhaul the language and structure of the enforcement mechanisms."
