2026 Draft Financial Plan - Operating

Staff presented a preliminary budget with a 9.11% tax increase to cover rising protective services and capital reserve needs.

"Director Vella explained the 9.11% tax increase is necessary due to the unionization of the fire department, staffing increases (4 firefighters), and external pressures like RCMP dispatch costs. Council debated the use of the accumulated surplus as a 'loan' from the previous year and the need to return to sustainable funding levels. Concerns were raised about the decline in Small Community Protection Grants and development revenue."
