Official Community Plan Review and Update: First Draft Official Community Plan Review

Council continued its detailed page-by-page review of the new town master plan (OCP), making several specific changes to policies on housing and transportation.

"Council reviewed dozens of items. Key decisions included: removing the proposal to delegate development permit authority to staff; striking incentives for market rental housing; and rejecting any zoning changes to increase density on the Island Highway beyond existing levels. Council also debated how to incorporate UNDRIP (United Nations Declaration on the Rights of Indigenous Peoples) into the document, with some members expressing concern over workload and undefined implications."
