"The initial proposed increase was 8.15%. Council debated five options for reduction. They chose to adopt options A, B, and C—prorating new wages and utilizing $96,500 from the police operating reserve—to bring the increase down to 7.05%. Some members argued against using 'accumulated surplus' (Option E) to avoid 'kicking the can' to future years."
