"Carmen Rempel and Krista Bekkema explained their 'hand up' model where families provide 500 hours of 'sweat equity' and receive 0% interest second mortgages. They discussed how the Town could assist through gifted land, density bonusing, or outsourcing the management of existing affordable housing inventory. Council inquired about the difference between Habitat and co-ops and how to incentivize developers to sell units at below-market rates."
