"Councillor Rogers raised confusion regarding the bylaw title, which incorrectly implied delegation powers were being extended to Small-Scale Multi-Unit Housing (SSMUH) permits, contrary to Council's direction to only delegate Garden Suite Form and Character Development Permits and Renewals. Staff confirmed the bylaw text only reflected the approved delegation (Garden Suites and Renewals), and Council approved the readings while amending the motion to include revision of the title for clarity."
