Development Cost Charge Bylaw (Recommendation from Committee of the Whole)

"THAT the Committee recommends that Council instruct staff to: a. Proceed with the project lists and include View Royal Park in the Park Improvement DCC; and, b. Proceed with the percentage "benefit to existing users"; and, c. Reduce the proposed Commercial DCC Rates and split the Commercial category into a Neighbourhood and Large Format Commercial DCC; and, d. To proceed with the proposed bylaw with no change to the Park Acquisition DCC until after the OCP review is complete; at that time, Staff shall seek direction from Council to proceed with obtaining appraisals of the land to be acquired and an update to the DCC bylaw; and, e. Change the Sewer DCC so that the existing Schedule A DCC rate applies to the entire Town and that the Schedule B rate be deleted from the bylaw. AND THAT Council proceed with first reading of Bylaw No. 427, the proposed changes at the next Council meeting."
