AVICC Resolutions 2009

"THAT the following three resolutions be forwarded to the AVICC for consideration at the 2009 conference: WHEREAS government at all levels should be encouraging the use of "green" methods of energy generation, such as solar panels on buildings: AND WHEREAS it would be cheaper and more convenient for homeowners to install solar panels should they deem to do so at some future time after the building is constructed: THEREFORE BE IT RESOLVED that the BC Building Code be amended to require new building to be pre-plumbed and pre-wired for future solar panel installation. * WHEREAS it is desirable that candidates for positions on municipal councils have vested interest in, and a close tie to, the community: THEREFORE BE IT RESOLVED that the Local Government Act be amended to required candidates running for a position on municipal council to have been a resident in, or have been a real property owner in, or have operated a business in the municipality in question, for a period of at least 90 days prior to the date of the election. * WHEREAS recognition and response to carbon footprint and economic impacts are an increasingly pressing issue; and WHEREAS the technical and economic considerations and effects of the subject matter, the provincial and international regulations and initiatives and allied market responses are complex; and WHEREAS municipalities and regions, while partnering with the Province, are increasingly concerned with the Climate Action Charter and the potential for Carbon Quotas and other initiatives, THEREFORE BE IT RESOLVED the AVICC recommend to UBCM that a Watching Brief and Issue Management Advisory service be established to advise municipalities and regions on matters surrounding carbon tax, quotas, opportunities for carbon tax credits rebates, and other allied matters affecting our collective and local wellbeing."
