"THAT the following resolution be forwarded to the Liquor Control and Licensing Branch concerning the Liquor Primary License #303194 for Great Canadian Casino's View Royal operation at 1708 Island Hwy: Council recommends to the Liquor Control and Licensing Branch that the application to amend the Liquor Primary License #303194 to a total capacity of 132 people be approved. Council concurs with the staff analysis provided in the October 6th, 2009 Council Report that the proposed license amendment will not have any noise impacts or add any negative impacts on the community. Residents and property owners within 400m of the View Royal Casino were notified by mail of a Public Input Session and the session was advertised in the both the October 14th and October 16th edition of the Goldstream Gazette. A total of 1 written response was received. A total of 1 person spoke at the Public Input Session. Written comment was supportive of the application. One member of the public was concerned about closing the old restaurant and switching to a food and beverage area and was concerned that the Liquor License Amendment is designed to compete with View Royal pubs. Council recommends no action as Council concurs that this establishment offers a different entertainment option than neighbourhood pubs and the Casino has plans to re-establish a restaurant when the Casino expansion is completed."
