   7.1 STAFF REPORTS

   

   The Parks Supervisor reported that the fitness equipment in View Royal Park is now installed and available for use, though some landscaping work remains to be completed; Bike to Work Week celebration stations will be hosted in Portage Park on Monday, May 30, 2016 and Chancellor Park on Wednesday, June 1, 2016, and the Town will have a booth at both events.

9. NEW BUSINESS

   a) Accelerating the Electrification of the Transportation Section Discussion

   The Committee discussed the presentation given to the Joint Advisory Committee meeting including residential requirements for installation of Level 2 electric vehicle charging stations and cost for rough-in installation; as well as amending both the building bylaw by "stretch code" and Zoning Bylaw.

   The Senior Planner advised that electric vehicles have not been a cost effective option for the Town to date and that the Town has seven fleet vehicles.

   b) City of Colwood's Climate Action Initiative Discussion

   The Committee discussed the presentation given to the Joint Advisory Committee by Judith Cullington and Michael Baxter, Director of Engineering for City of Colwood.

   The Senior Planner provided the Committee an update on the Town's climate action initiatives, in particular a program called Climate Action Revenue Incentive Program (CARIP) used to report on the Town's progress towards climate action goals and carbon neutrality. Town initiatives have included:

   • motion sensor activated lighting in Town Hall;
   • BC Hydro lighting audit completed 6 years ago, received $7,500 grant of energy efficient retrofits;
   • demonstration/trial solar light installation in Portage Park at E&N Trail;
   • air source heat pump installed in the new Public Safety Building;
   • six Town Hall furnaces turned down at night; and
   • registration in the Solar Ready program for new single family dwellings.

   The Senior Planner will provide an update on the status of Solar Ready requirements to the Committee in the future.

   PREAC-03-16 THAT the Committee recommend that Council investigate implementing an amendment to the Town’s Zoning Bylaw to require that new residential buildings have Level 2 (220 volt AC) electrical vehicle infrastructure roughed in. CARRIED

   PREAC-04-16 THAT the Committee recommend that Council consult with BC Hydro to install a Level 3 (DC) electric vehicle charging station at the Helmcken Road Park and Ride. CARRIED

   PREAC-05-16 THAT the Committee recommend that Council put together an event to educate residents on what they can do to reduce greenhouse gases at home. CARRIED

   PREAC-06-16 THAT the Committee recommend to Council that multi-family rezoning applications include on-site garden space or consider monetary contributions to community gardens as an amenity. CARRIED
