At the Laren Society, we believe in second chances. Since 1974 we have been helping people successfully transition from the criminal justice system to a responsible life in the community through our halfway house (the Bill Mudge House) and therapeutic programs. With this second chance, we help our residents overcome immense challenges and empower them to rebuild their lives with a renewed sense of self-worth and hope – what we call “the journey from inside out.”

Details of Your Organization’s Grant Request
1) Nature and goals of the project, program or event:
Built in 1907 as a four bedroom private residence, the Bill Mudge House is a designated Heritage home. We are in need of assistance to fund construction costs for a badly needed upgrade and extension to the existing home. These improvements will eliminate the need for double-bunking, provide meeting rooms to conduct interviews and private counseling sessions as well as group meetings, provide wheelchair accessibility, and create a sustainable, healthy and livable building that is energy and water efficient.
The extension is intended to improve the quality and dignity of life for our residents, and to provide them with a safe and stable living environment while they undertake training and programming to adapt to their new community. The project will be undertaken by a private contractor who will be working with the Work Release program at William Head Institution to provide current inmates, as well as our current residents, hands-on job training in the various trades involved with the project.
Once we have raised the funds for the project, the extension would be approximately 8 months to complete. Our goal is to begin the project by the spring of 2014 and complete the project in the fall of 2014.
2) Summary of direct and indirect benefits to the Town of View Royal:
Through our services and harm reduction strategies, we increase the well-being of people in our care and enhance public safety in all communities. Since the inception of our program in 1988 we have housed over 600 people and the recidivism rates of those residents have been extremely low.
We are also a member of the Regional Halfway House Association, the Yukon/BC Halfway Association and have a working relationship with the John Howard Society and the Salvation Army. Each of these organizations will have the opportunity to benefit from the project which will increase the well-being of people in their care.
As the residents of these organizations re-establish themselves they will reintegrate into various communities. The Town of View Royal will benefit as these individuals move on to a life that is more self-supporting, thus becoming productive citizens working to build effective communities.
Conditions of Funding
- The applicant must acknowledge the support of the Town in all printed and publicity material related to the project, event, or program;
- Funds must be used for the purpose for which they were requested. Any funds not used for the requested purpose must be returned to the Town.
- Funds will be released as follows: a. Grants in aid provided for annual programs will be released at 100% at time of approval by Council; b. Grants in aid provided for special projects or events will be released at 50% at time of approval by Council and 50% after receipt of the final report; c. Conditional grants in aid will be paid 100% upon satisfactory proof that the conditions, as set by Council, have been met.
- Organizations receiving grants from the Town shall provide an accounting of the project or program for which the grant was approved as follows: a. Where the grant in aid was for a specific project or event the applicant must submit a final report within 45 days after the project or event is complete. b. Where the grant in aid was in support of an annual program, the applicant must submit a final report within 60 days of the end of the organization's fiscal year.
- A final report must include the following information: i. Evaluation of the project, event, or program; ii. Financial statement of actual revenue and expenses for the project, event or program; iii. Attendance figures, if applicable; iv. Number of participants in the project, event, or program; and v. Evaluation of the direct and indirect benefits to the Town.
- In the event that the project or program is not completed, the grant recipient organization must notify the Town as soon as practical and refund any grant funds that have been provided for that project.
