   Staff Recommendation: THAT Council approves entering in the agreement for the Harbour Studies Program for 2010 (CRD Contract No. 10-ES-003).

   Recommendations:

   • Property Tax Prepayment Plan
     1. THAT staff bring forward to Council a bylaw enabling the Town of View Royal to implement a Property Tax Prepayment Plan. (COW-13-10)
   • Development Permit – 101-104 Glentana Road – Rexall Pharmacy
     2. THAT Committee of the Whole recommend to Council that Development Permit 2010/01 be considered for approval following the adoption the Official Community Plan and Land Use Bylaw amendment bylaws and noticing of residents and including the following variances:
        • variance to the size of the front yard (Admirals Road) from 7.5m to 1.7m;
        • variance to the size of the side yard (south – facing Nelson’s Square) from 3.0m to 0.4m;
        • variance to the number of parking stalls required from 55 to 50;
        • variance to the number of loading stalls required from 2 to 1;
        • variance to the number of fascia signs permitted from 1 to 2 for the easterly and northerly building faces; and
        • variance to the prohibition on backlit signs to allow 4 backlit signs. (COW-14-10)
   • Corporate Energy and Emissions Plan
     3. THAT the View Royal Corporate Energy and Emissions Plan be adopted. (COW-16-10)

CLOSED MEETING RESOLUTION THAT there is need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(a)(c) and (j) of the Community Charter.
