PURPOSE OF REPORT
To update the Committee on the current status of the Craigflower Bridge Replacement Project.

PROJECT INFORMATION
Project Schedule
Crews have now installed the two crash barriers which run between the roadway and the bike lane/sidewalk on each side of the bridge, as well as the cast-in-place bike lane and sidewalk concrete on the east side of the bridge. Curb and gutter, sidewalk installation and roadway paving is complete, except for a small section on the View Royal approach at the Craigflower Manor entrance. Railings are currently being installed on the east side of the bridge. Next week, pedestrian and cyclists will be moved from the temporary walkway to the east side of the new bridge, so that the removal of the work bridge and temporary walkway can take place. The latest schedule submitted by the Contractor has the bridge open to traffic in early to mid-May, with total project completion mid-June. While weather risks still remain, the Contractor is striving to improve this schedule.
Construction Progress
- Bridge: Installation of concrete crash barriers on both sides of bridge complete; barriers are being patched and prepped for painting; inspections and testing of reinforcing steel and concrete ongoing; bike lane and sidewalk complete on east side; currently working on installation of railings on east side; currently installing street lights on crash barrier on east side; currently installing reinforcing steel for sidewalk and bike lane on west side; BC Hydro work (ducting, pole removal, energizing lines) now complete; Fortis gas utility currently installing gas line under bridge;
- South Approach: curb, gutter and sidewalk installation almost complete; retaining wall on southwest side of bridge complete; retaining wall railings complete; landscaping and irrigation almost complete; roadway paving complete; roadway line painting in progress;
- North Approach: landscaping and irrigation complete; curb, gutter and sidewalk installation complete; enhanced pedestrian flashers installed; retaining wall railings complete; fence and ramp to historic Schoolhouse completed; roadway paving complete; roadway line painting in progress;
- Don Mann Excavating currently at 92% completion of original scope.
ENVIRONMENTAL AND ARCHAEOLOGICAL MANAGEMENT
- Removal of the work bridge to start next week; work will be monitored by the Town’s environmental consultant as per DFO requirements;
- DFO has approved the extension of DFO Valid Authorization Period from February 15th, 2013 to June 30th, 2014, to allow for removal of the work bridge deck and piles;
- Archaeological work complete; awaiting final report from Golder.
TRAFFIC MANAGEMENT
- No complaints received since the March COW report;
- Admirals Road open from Gorge Road to Cowper Street; temporary stop signs in place at the intersection of Admirals Road and Gorge Road until upgraded signal is operational.
COMMUNICATIONS
- Ongoing photo updates, as well as schedule update, made to website;
- Staff continues to receive very few enquiries and complaints to date;
- Staff currently organizing the re-opening event; date has been set for Saturday, April 26th, 2014;
- Staff currently working with GWI and First Nations on interpretive signage for the bridge and approaches.
BUDGET IMPLICATIONS
To summarize the current and anticipated status of the project budget for the View Royal portion of the project as of the date of this report:

*ICBC contributed $70,000 to the project in 2013 and will be contributing an additional $250,000 in 2014 for a total of $320,000. View Royal’s portion is therefore $160,000. **The spent and projected expenditure includes a very small contingency of approximately 1 1/2%. Staff does not anticipate any substantial risks in the remainder of the project as the majority of outstanding items are lump sum costs.
In addition to the $1,949,397 allocated in the 2013 budget from View Royal funding, staff requested $175,000 for possible unforeseen contingencies in the 2014 budget. At the March 18th, 2014 Council Meeting, a resolution was passed that the $175,000 be expended on safety improvements at the Island Highway at Admirals Road intersection.
Staff is currently proceeding with this work with the intent that it be completed prior to the bridge re-opening.
