RE: LAND USE BYLAW TEXT AMENDMENT – 1 HOSPITAL WAY
PURPOSE
To consider an amendment to the Land Use Bylaw to allow for a "Hospital Hostel" as a permitted use in the P-1 (Public Institutional) zone at 1 Hospital Way (Victoria General Hospital).
BACKGROUND
The Town has received a request from the Vancouver Island Health Authority (VIHA) to amend the Land Use Bylaw to permit a facility known as "Jeneece Place" at the Victoria General Hospital site. Jeneece Place is intended to provide a "home away from home" for families of children receiving medical care at Victoria General Hospital or the Queen Alexandra Centre for Children's Health.
The subject property is located at 1 Hospital Way and is currently zoned P-1 (Public Institutional). This zone permits hospitals, community care facilities, and schools, but does not currently permit temporary residential accommodation or hostel-type uses associated with the hospital.
DISCUSSION
Jeneece Place is proposed to be a 10-bedroom facility. To facilitate this development, staff recommends amending the Land Use Bylaw to include a definition for "Hospital Hostel" and to add this use as a permitted use within the P-1 zone.
The proposed definition is as follows: "Hospital Hostel" means a building or part of a building used for the temporary accommodation of patients or family members of patients who are being treated in a hospital.
The Victoria General Hospital site is designated "Institutional" in the Official Community Plan (OCP). The proposed amendment is consistent with this designation and the overall objectives of the OCP.
STAFF RECOMMENDATION
THAT the Committee recommend to Council that the P-1 Zone be amended to permit "Hospital Hostel" as a permitted use;
AND THAT the Committee recommend to Council to direct staff to prepare the necessary Land Use Bylaw amendments.

A Bylaw to Amend Land Use Bylaw No. 711, 2007
The Council of the Town of View Royal, in open meeting assembled, enacts as follows:
- Land Use Bylaw No. 711, 2007 is amended as follows: a) By adding the following definition to Part VIII: "Hospital Hostel" means a building or part of a building used for the temporary accommodation of patients or family members of patients who are being treated in a hospital. b) By adding "Hospital Hostel" as a permitted use in Section 13.1.1 (Permitted Uses in the P-1 Zone).
