Staff Recommendation:

THAT the Committee recommend that staff be authorized to prepare and present at the March 15, 2011 Council meeting:

a) a loan authorization bylaw, totaling $650,000, repayable over a ten-year period, for consideration of three readings; and b) the documents required to facilitate the alternative approval process to obtain approval of the electors.
