Staff Recommendation:
THAT the Committee recommend that staff be authorized to prepare and present at the March 15, 2011 Council meeting:
a) a loan authorization bylaw, totaling $650,000, repayable over a ten-year period, for consideration of three readings; and b) the documents required to facilitate the alternative approval process to obtain approval of the electors.

Staff Recommendation:
THAT the Committee recommend to Council that the Hart Road latecomer payments be applied to benefiting properties as per the draft Latecomer Agreement attached to the staff report from the Senior Planner, even if the Latecomer Agreement is not signed by all parties.
