    Staff Recommendation: THAT this report and the Draft Official Community Plan be received for information;
    AND THAT the Committee recommend to Council that the draft plan be adopted and that staff be instructed to prepare the necessary bylaw amendments;
    AND THAT the Committee refer the Draft Official Community Plan to its advisory committees, adjacent municipalities and First Nations, the Provincial Government, the CRD and the Department of National Defence (Esquimalt).
