Hello Mayor & Councillors - I'm the Parent Advisory Council president at View Royal Elementary and the fundraising coordinator at Shoreline Middle School, also a resident of View Royal. We had our PAC meeting at Shoreline this week where we discussed the issue of traffic safety at Shoreline Drive and Island Hwy. I was hoping to invite you to our next meeting to discuss but have discovered our meetings days and times overlap with council meetings.

Here is a recap of the issue;

  • students walk/bike across Shoreline Dr to get to or from school which blocks Shoreline Dr to vehicles leaving the school or attempting to turn on to Shoreline Dr from both east and west on Island Hwy
  • most days the traffic on Shoreline Dr takes 10-15 minutes to clear the intersection which leads to poor/aggressive choices being made by drivers
  • traffic headed west on Island Hwy that uses the right hand lane must merge prior to Shoreline Dr and gets caught in the backup creating a dangerous merge especially with east bound vehicles waiting to turn onto Shoreline Dr from Island Hwy at nearly the same point.

We are wondering what can be done to address the situation before a student gets hit by a car in the crosswalk. Can a pedestrian timer be added to force students to cross in groups instead of a continuous stream? Can a traffic light be added to address both vehicle and pedestrian flow? Is there funding available for a crossing guard? Can a more pronounced/wider crosswalk be painted to help define the space better? Can the markings on the merge lane on Island Hwy be re-painted to make the merge vs turn on to Shoreline Dr more distinct - with all the tar patches and fading the markings are hard to see leading to more and more vehicles using the entire right lane with some even merging in the middle of the intersection with Shoreline Dr.

We are open to any and all suggestions.
