Executive Summary

This is the legislated review scheduled for 2027.

In 2024, a joint Accessibility Plan was developed through the work of an intermunicipal staff committee comprising Colwood, Esquimalt, Highlands, Langford, Metchosin, Sooke, and View Royal. Work included facilitated public input through a consulting firm with lived experience. The draft Plan was made available for public comment in mid-October 2024. Council approved the Accessibility Plan in December 2024.

Business problem and opportunity

Legislation envisions identification and removal of barriers faced by people in dealing with public bodies. A joint accessibility plan was a cost-effective solution to create the framework upon which each member municipality can implement specific improvements.

In early 2025 – once all municipal partners have approved Plan content – City of Langford, will arrange for final graphic edits to the joint Accessibility Plan, adding images with “alt text” and other features to improve document accessibility. Funding is required to complete this final step for the inaugural Plan.

Proposed project objectives

To complete the inaugural Accessibility Plan that can be used as the basis for removing barriers from service delivery and employment. The Plan was finalized in early 2025 and updated in 2027.

Business risks

There is a legislative requirement for municipalities to complete an accessibility plan review every three years.
