Executive Summary

This project carries forward from 2025 and will bolster emergency supplies to build capacity for mass care scenarios should a catastrophic event affect our communities. The project is fully funded by the Local Government Program Services Community Emergency Preparedness Fund administered through UBCM with funding from the Province.

Business problem and opportunity

The need for supplies such as tablets and tents to support evacuees and responders and services such as advertising and training is crucial to minimizing the effects of an emergency or disaster. This project will provide improved capacity for Emergency Support Services (ESS) operations including mass care and improve the overall capacity in the region should we have a catastrophic event requiring coordination amongst neighboring municipalities in the CRD.

Proposed project objectives

The acquisition of supplies and services to improve efficiency and management of the ESS team, including tablets, canopy tents, tables, chairs, rations and other equipment for evacuee management. This also includes services such as training and advertising that will enhance volunteer recruitment and competency and awards and gifts that recognize volunteers thereby contributing to retention.

Business risks

Without these supplies and services, response to a major disaster or emergency event could be hampered or less than optimal.

Recommendation

THAT the Committee recommend the 2026-2030 Financial Plan include Emergency Support Services Supplies in 2026 to be funded by the Community Emergency Preparedness Fund Grant from the Province.
