Executive Summary

At the Regular Council meeting on October 15, 2024, Council passed a motion instructing staff to prepare a project summary for the creation of a deconstruction and/or demolition waste management bylaw for the 2025 budget deliberations, which would be initiated after the completion of the new Official Community Plan. Phase 1 would include the completion of a review and analysis of the existing housing stock and report back to Council in 2027. Should Council wish to proceed with a bylaw, phase 2 would include research, consultation and the preparation of a bylaw in 2028.

Business problem and opportunity

To reduce and divert construction waste from the Hartland Landfill.

Proposed project objectives

  • Carry out a comprehensive review of the Town’s existing housing stock to determine the number of single-family dwellings and duplexes constructed prior to 1960 and further analysis to estimate how much of the housing stock would be suitable for deconstruction.
  • Conduct consultation with the development industry, including experts in deconstruction and salvage.
  • Following research and consultation, determine if a deconstruction and demolition waste management bylaw, or a demolition waste bylaw is the appropriate approach for the Town.

Business risks

This will be a time-intensive project to initiate and will require staff time and resources to implement and monitor overtime.

Recommendation

THAT the Committee recommend the 2026-2030 Financial Plan include a Deconstruction and Demolition Waste Management Bylaw in 2027 and 2028 to be funded by Local Government Climate Action Program Funding.
