Executive Summary Tabled. This project was included in the 2023-2027 Financial Plan. In 2017 the design was completed for the project. Staff in the last few years have done several smaller projects to help optimize drainage flow in the area. Originally scheduled for 2024, staff recommended a 1-year delay to the project to monitor drainage and determine next steps moving forward. When built, the road will be reinstated to predevelopment conditions with the addition of some curbing to direct surface drainage into the new system.
Business problem This project has been in the books and deferred since 2018 due to other priorities. Staff recommend putting a ‘hard install’ date to mitigate the administrative and inflationary burden of keeping this project within the plan without action. Therefore, staff recommend one final deferral to 2026 so that:
- Pipe size can be confirmed complete with climate change factors following the completion of the Town’s Drainage Master Plan Update (scheduled for 2025);
- Exploratory works should be conducted to confirm if bedrock is within the new drain alignment (a $5,000 allotment has been included in FY1 for this);
- Similarly to (2), an abundance of bedrock could mean that there would be significantly higher costs for the benefiting properties to reconfigure their existing systems to the new drain, and therefore less appetite for these residents to connect accordingly;
Proposed project objectives Barring bedrock issues, the pipe will be installed at a depth that will allow gravity connections to the houses on the south side of View Royal Avenue from Beaumont Avenue to Stewart Avenue, which currently either requires a sump pump or do not have a drain connection. This project will also provide a new drain main that provides a connection for the Plowright Road drain into the new drainage system that outfalls at the end of Beaumont Avenue.
Business risks There has been storm water flooding on this block in the past and staff will continue to monitor. The proposed alignment of the new drain may encounter rock which would have cost implications and/or require alignment alteration in the field. Depending on the amount of bedrock, the benefiting residents may not have the financial ability to reconfigure their drainage system within their property.
