TAX RATES BYLAW NO. 1169, 2026

RECOMMENDATION:

THAT the report dated April 30, 2026 from the Director of Finance titled “Tax Rates Bylaw No. 1169, 2026” be received for information.

PURPOSE:

To consider rescinding third reading to Tax Rates Bylaw No. 1169, 2026 and give third reading to the amended Tax Rates Bylaw No. 1169, 2026, included as Attachment 1 to this report.

BACKGROUND:

At the April 21, 2026 Council meeting, Council gave first, second and third reading to Tax Rates Bylaw No. 1169, 2026. Subsequently, staff identified a clerical error in Schedule A during final preparation of the bylaw. This error has been corrected, and staff have reviewed internal processes to reduce the risk of reoccurrence.

Staff are requesting that third reading of Tax Rates Bylaw No. 1169, 2026 be rescinded, and that the bylaw be amended to incorporate the corrected Schedule A and given third reading as amended. If third reading is granted, the bylaw will be brought forward for adoption at the special Council meeting on May 12, 2026.

ANALYSIS:

The revisions to Schedule A replace Columns B and C (Capital Regional District and Capital Regional Hospital District tax rates) with updated rates. There is no change to staff-calculated rates and no impact to taxpayers.

TIME CRITICAL:

Provincial legislation requires Council to adopt a balanced five-year financial plan bylaw prior to the annual tax rates bylaw, which must be adopted by May 15th each year.
