TOWN OF VIEW ROYAL COUNCIL REPORT
TO: Council DATE: May 8, 2026 FROM: E. Bolster, Corporate Officer MEETING DATE: May 19, 2026
REVISED 2026 ACTING MAYOR SCHEDULE
RECOMMENDATION:
THAT Council approve the revised 2026 Acting Mayor schedule as attached to the report dated May 8, 2026 from the Corporate Officer titled “Revised 2026 Acting Mayor Schedule”.
PURPOSE:
The purpose of this report is to present a revised 2026 Acting Mayor schedule for Council’s consideration and approval following the resignation of Councillor Damian Kowalewich and the unavailability of Councillor Alison MacKenzie during the months of August and September 2026.
BACKGROUND:
In December 2025, Council approved the Acting Mayor schedule for 2026. Since that time, Councillor Kowalewich has resigned from Council and is therefore no longer able to perform the duties of Acting Mayor during his assigned rotation of June and July.
In addition, Councillor MacKenzie has advised that she will be unavailable during August and September and therefore unable to serve as Acting Mayor during that period.
As a result, an updated Acting Mayor schedule (Attachment “A”) is being presented for Council’s consideration and approval.
ANALYSIS:
Impacts and implications can be summarized as follows:
| Category | Impact |
|---|---|
| Community Impact: | The revised Acting Mayor schedule will ensure continuity in Council leadership and the uninterrupted performance of statutory and ceremonial duties in the absence of the Mayor. |
| Financial Implication: | N/A |
| Inter-governmental Relations Impact: | There are no anticipated inter-governmental relations impacts associated with the revised Acting Mayor schedule. |
ALIGNMENT:
The recommended option aligns with the Town’s following core guiding documents as follows:
| Document | Alignment |
|---|---|
| Strategic Plan: | N/A |
| Official Community Plan: | N/A |
| Other Policy Documents: | N/A |
PUBLIC PARTICIPATION GOAL:
The desired level of public participation for the recommended option is:
☐ Inform ☐ Consult ☐ Involve ☐ Collaborate ☐ Empower ☒ N/A
TIME CRITICAL:
This matter is time sensitive as Councillor Kowalewich had been scheduled to serve as Acting Mayor for June and July 2026 prior to his resignation from Council, and Councillor MacKenzie will be unavailable to serve during August and September 2026. Approval of a revised Acting Mayor schedule is required to ensure continuity in Council representation and the performance of statutory duties.
