To Mayor and Council,

I urge Council to link this motion to a requirement for strict, metric-based consistency criteria in the new OCP in order to avoid vague OCP categories that can permit administrative upzoning ‘consistent’ with the OCP.

By setting hard height and density limits based strictly on our Housing Needs Report, it would seem you can ensure that any proposal exceeding those limits remains ‘inconsistent’ - which keeps the public engaged through a mandatory Public Hearing.
