PUBLIC HEARING ON AMENDMENTS TO HOME OCCUPATION AND BED AND BREAKFAST ZONING REGULATIONS

RECOMMENDATION:

THAT the report dated July 16, 2026 from the Community Planner titled “Public Hearing on Amendments to Home Occupation and Bed and Breakfast Zoning Regulations” be received for information.

PURPOSE:

The purpose of this report is to provide Council with information to inform the public hearing process on the proposed zoning bylaw amendments to update the home occupations and bed and breakfasts regulations in the Zoning Bylaw.

BACKGROUND:

On July 7, 2026, Council gave first and second reading to Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1178, 2026, and scheduled a public hearing on July 21, 2026. A copy of the July 7, 2026, Council report is attached to this report (see Attachment 1).

ANALYSIS:

The public hearing gives the public an opportunity to make representations to Council on the following matters:

  • Proposed amendments to Zoning Bylaw No. 900, 2014 to update the home occupation (Section 4.2) and bed and breakfast (Section 4.3) regulations. The proposed changes include:
    • Renaming home occupation to home-based business;
    • Adding a definition for “Home-Based Business”;
    • Including a maximum number of home-base businesses permitted on a lot;
    • Replacing Level 1, Level 2 and Level 3 home occupation classifications with Home Office, Minor and Major home-based business classifications;
    • Removing the minimum lot size requirements (1000m²) for a Level 3 home occupation, including bed and breakfasts (Major home-based business);
    • Removing the minimum lot size requirement (850m²) for Level 2 home occupations with suites (Minor home-based business);
    • Combining bed and breakfast regulations (Section 4.3) with Level 3 home occupation (Section 4.2) (Major home-based business);
    • Removing sign regulations and adding them to Sign Bylaw No. 950, 2018; and
    • Adding the home-based business parking regulations to Section 5.10.

Following the Public Hearing, Council will consider third reading and final adoption of the amendment bylaws.

There is no time critical matters associated with this report.
