PURPOSE
To consider a development permit application for a proposed office/warehouse building at 286 Wilfert Road.
BACKGROUND
The Town has received a development permit application for the property at 286 Wilfert Road. The subject property is located in the Wilfert Road industrial area and is currently vacant. The property is approximately 0.4 hectares (1.02 acres) in size and is zoned I-2 (Heavy Industrial). The property is designated "Industrial" in the Official Community Plan.
The property is subject to Development Permit Area No. 4 (Industrial) and Development Permit Area No. 6 (Interface Wildfire).
PROPOSAL
The applicant is proposing to construct a 1,226 m² (13,197 sq. ft.) two-storey office/warehouse building. The main floor would consist of 613 m² (6,598 sq. ft.) of warehouse space and the second floor would consist of 613 m² (6,598 sq. ft.) of office space.
DISCUSSION
Zoning Bylaw No. 154 The subject property is zoned I-2 (Heavy Industrial). The proposed office/warehouse use is a permitted use in this zone. The proposed building meets the required setbacks, height, and site coverage of the I-2 zone.
Parking and Loading The Zoning Bylaw requires one parking space per 100 m² of warehouse floor area and one parking space per 30 m² of office floor area. Based on the proposed floor areas, a total of 27 parking spaces are required. The applicant is proposing 27 parking spaces, including one disabled space. One loading space is also required and provided.
DPA No. 4 - Industrial The objective of DPA No. 4 is to ensure that industrial development is attractive and compatible with surrounding uses. The proposed building design features concrete tilt-up panels with architectural reveals, metal siding, and extensive glazing on the front (south) and side (east) elevations. The proposed materials and colours (shades of grey and beige) are consistent with the industrial character of the area.
DPA No. 6 - Interface Wildfire The property is located in an area identified as having a wildfire hazard. The applicant has submitted a Wildfire Hazard Assessment report prepared by Strathcona Forestry Consulting. The report classifies the site as having a "moderate" hazard. The report recommends the use of fire-resistant building materials and the maintenance of a fuel-free zone around the building. These recommendations have been incorporated into the draft Development Permit.
Landscaping The applicant has provided a landscaping plan that includes a mix of trees, shrubs, and groundcovers. A total of 15 trees are proposed, including Red Maples and Douglas Firs. Landscaping is concentrated along the Wilfert Road frontage and the eastern property line.
Transportation Access to the site is proposed via a single driveway from Wilfert Road. The Transportation Advisory Committee will review the proposal for any potential traffic impacts.
Environment The property is currently vacant and contains some native vegetation. There are no identified watercourses on or adjacent to the property.
REFERRALS
Staff recommend that the application be referred to the Parks & Recreation, Planning & Development, and Transportation Advisory Committees for review and comment.
STAFF RECOMMENDATION
THAT the Committee recommends to Council that Development Permit application 06/07 be referred to the Parks & Recreation, Planning & Development and Transportation Advisory Committees for comments and recommendations.
