a) D. Critchley, Portage Inlet Protection Society (PIPS), Re: Christie Point Rezoning Application
D. Critchley gave a PowerPoint presentation to the Committee regarding the rezoning proposal for Christie Point and stated his concerns regarding building height and density; the Victoria Harbour Migratory Bird Sanctuary; landscaping and tree preservation; the location of the roadway within the development; and the community amenity contribution.
D. Burron, 2815 Shoreline Drive, spoke in regard to protection of the natural wildlife areas and potential impacts to salmon. Ms. Burron asked that Council seek to achieve a project that provides benefits to wildlife, the environment, tenants and area residents.

STAFF REPORTS
a) Rezoning – 2951 Craigowan Road (Christie Point)
- Report dated February 8, 2017 from the Planner
The Planner gave a summary of the report to the Committee including:
- background context and site characteristics;
- relevant zoning regulations and OCP policies;
- potential regulations within a comprehensive development zone; and
- rezoning process abilities and limitations.
H. Grey-Wolf, Realstar, noted that the existing buildings require extensive work and the owners want to work collaboratively with tenants. She gave an overview to the Committee of the proposed project; described feedback received at community meetings; provided highlights from the tenant relocation package; and outlined the proposed community amenity contributions. Ms. Grey-Wolf described regional rental rates and comparisons to Christie Point and further noted that future rental rates have not yet been determined.
F. D’Ambrosio, architect, spoke to the Committee in regard to planning principles; project design concepts; tree and building heights; landscaping, including environmental restoration; design strategies to lower the impact to birds; dark sky design features; and off-site traffic management. He highlighted the current ecological value of the site, potential environmental impacts and proposed improvements to ecological conditions. Mr. D’Ambrosio described the reuse of the existing building footprints and driveway as well as public access and open space management.
The Committee, staff and applicants discussed:
- existing resident engagement, relocation and potential assistance;
- stormwater management, including the need to rectify current direct drainage of on-site roads into Portage Inlet;
- setback areas and the ability to vary the 15m shoreline setback;
- Victoria Harbour Migratory Bird Sanctuary and development strategies to protect migratory bird habitat;
- the arborist’s report with proposed tree retention and planting plan;
- sea level rise analysis, and minimum floorplate and other design requirements;
- subzones within a comprehensive development zone to direct building height;
- requirement for future development variance applications at later stages;
- visual impact and massing of the buildings;
- community amenities and a land lift analysis;
- timing of the independent traffic impact analysis;
- piped servicing capacities and potential upgrade requirements;
- the requirement for off-site infrastructure improvements;
- remaining questions around unit breakdown and impact on vehicle and bicycle parking requirements;
- project phasing and timeline; and
- protection of greenspace in relation to building heights.

8. PUBLIC PARTICIPATION & QUESTION PERIOD
a) D. Faulks, 196 Werra Road, stated his concerns regarding the rezoning application for 2951 Craigowan Road specifically noting building height, illumination and impact to wildlife. He would like to see no more than four storeys and restored bus service to Christie Point.
b) V. Blogg, 1121 Skeena Place, PISCES, stated her concerns regarding the rezoning application for 2951 Craigowan Road, specifically density, and requested that the proposal be denied. She stated that she supports PIPS’ environmental concerns.
c) V. Lindholm, Ashley Road, stated her concerns regarding the rezoning application for 2951 Craigowan Road, specifically light pollution; building height; emergency access; and the proposed community amenity contribution package.
d) M. Molloy, 3005 Craigowan Road, stated that Realstar is working with tenants in regard to the tenant relocation package and the Mayor is meeting with residents. She stated that her main concern is the displacement of residents and affordable housing. She requested that Council negotiate with Realstar to provide affordable rents; mandate the appointment of a tenant relations officer; and double the proposed Regional Housing Trust Fund contribution to $2 million. Ms. Molloy asked that CRD Housing direct a portion of the contributed funds to projects within the Town and specifically to existing Christie Point tenants.
e) J. Newman, 2931 Craigowan Road, stated his concerns regarding the rezoning application for 2951 Craigowan Road, specifically vacancy rates for pet owners and affordable housing.
f) D. Haydon, 58 Kingham Place, questioned whether the Town is under any legal obligation to rezone the property at 2951 Craigowan Road and stated that the majority are opposed to this application.
g) J. Berger, 2931 Craigowan Road, stated his concerns in regard to the rezoning application for 2951 Craigowan Road and would like the “human factor” applied when dealing with tenants.
h) D. Babiuk, 2834 Murray Drive, noted that the proposed rezoning application for 2951 Craigowan Road will impact the community both now and into the future. He discussed the possibility of a land exchange between Realstar’s Christie Point and School District 61’s Shoreline Middle School.
i) A. Morrison, resident, stated her concerns regarding the rezoning application for 2951 Craigowan Road, specifically the displacement of tenants and building height.
j) S. Gwyn, 2035 Craigowan Road, stated the proposed rezoning of 2951 Craigowan Road provides no benefits to View Royal.
k) K. Dunn, 3028 Admirals Road, stated that the rezoning application for 2951 Craigowan Road impacts both Saanich and View Royal residents and stated her concerns regarding traffic and rental availability in Greater Victoria.
l) K. Blakely, 2775 Shoreline Drive, requested that Council uphold the Town’s Official Community Plan when considering the rezoning application for 2951 Craigowan Road. She stated her concerns regarding affordable housing and suggested that the proposed $1 million contribution for the CRD’s Regional Housing Trust Fund remain either in View Royal generally for the creation of affordable housing in the municipality or with Realstar so that affordable housing can be provided at their site.
m) C. Gordon, 2951 Craigowan Road, stated the buildings at 2951 Craigowan Road are in disrepair. He indicated that should the height of the buildings be reduced to five storeys, the costs per unit to develop the project would be increased and subsequently passed on to residents of the post-development site, reducing affordability. Mr. Gordon noted that Christie Point is on the flight path and the demonstration of heights with the use of balloons, as suggested earlier in the meeting, would not be permitted.
