Good evening, everyone, and welcome.
I'm going to start by recognizing our friends and neighbors, the Esquimalt and Songhees Nation, and that their historic connections to these lands continue to this day.
So we have two public hearings tonight, and then we have our council meeting.
So the instruct the number and the ID for everything is the same.
So it is on your screen for those at home.

And with that, I'm going to call the public hearing for the temporary use permit for 2 Hospital Way to order.

So I've got a statement, and it's it's a little bit of a combined statement rather than reading one out for each public hearing.
Um, so I'm gonna read this, but it will pertain to both of them.
So the proposed permit for number two hospital way was introduced at the committee of the whole meeting, and the proposed bylaw for the Glentana Village Land Use Contract Area has been introduced and has received second reading at council.
Before the temporary use permit can be considered by council, the local government act requires a public hearing.
Also, before a bylaw can be legally adopted by council, it must receive two more readings.
Your input via the public hearing process is most important to council in making a decision.
At these public hearings, any person who believes that their interest in property is affected by the proposed permit or bylaw shall be given the opportunity to be heard.
However, it is important that all who speak at this meeting restrict their remarks to the matters contained in the permit or bylaw, and it is my responsibility to ensure that all the remarks are so restricted.
So you'll be able to speak people in the room and people at home at an allotted time, which we will get to on the agenda.
And for those of you at home, you can see the numbers to call in, and the chat feature is also open tonight, and those that how to use that is also on your screen, so you can follow that through.

Uh the notice that advertises public hearing was posted on the notice board at the municipal hall and on the town website on May 25, 2022.
The notice was also mailed to 496 residents on the on May 24th within a 400 meter radius of the property.
And was also advertised in two issues of the newspaper being the Times colonist on Wednesday, May 25 and Thursday, June 2nd.

And then we'll go right to you for the presentation.
So this presentation basically presents some information relating to the temporary use permit.
The purpose of the proposal is to use part of the property for uh as a construction parking lot for uh development of an adjacent site.
It's an area that's already fenced and gated, and what they would do is they would deposit gravel on the site and to be used for parking.
The regulatory framework temporary use permits.
Neither of them permit parking as a primary use, and so a temporary use permit is required.
The official community plan allows the consideration of temporary use permits on a case by case basis throughout the town.
And under provincial regulations, temporary use permits are about allowing use that's not permitted by zoning bylaw, but also specifies conditions under which the temporary use may be carried on.
It also allows construction of buildings and structures, but that doesn't apply in this case.
So in this case, the uh the request is to permit to be uh to permit the use to be um used for three years um the this uh this site um this is a photo of the site that shows um some rock fragments on the site so um as a former quarried area um so one of the conditions would be uh geotechnical um uh study just to make sure that the the parking area is going to be a safe location uh the recommendation is to support the temporary use permit because it provides um uh construction parking and and really reduces the pressure for uh on street parking in the neighborhood which there's not much in this area uh and the conditions include uh uh report from the geotechnical engineer to make sure that the site is safe for the use intended uh that a five thousand dollar road cleaning deposit is is provided, and this is common to a lot of development sites where we we don't want debris entering the road.
Conditions include that the Director of Engineering may require a paved apron if that's necessary to reduce the potential for soil to and gravel to migrate onto the road and damage the pavement.
And also a wheel wash if uh dust and mud and other materials get tracked onto the road.
Um this permit doesn't allow uh any parking or equipment to be placed on the statutory right-of-way on the site, which is um which is the capital regional district uh statutory right-of-way for the the two large uh water mains that service most of the core area.
And this permit doesn't authorize any work within the road on hospital way, and it doesn't authorize more than 20 cubic meters of soil to be removed within a 12-month period.
So if they do need to deposit or deposit more than 20 cubic meters of soil, it would have to apply for a soil permit.
And that would be through uh depending on the quantity, either have to go staff can handle um a certain amount of gravel being deposited on the site.
That uh that concludes the uh report.

My name is Sarah Alexander, and I'm the um Director of Engineeringing for West Urban Development.
We don't have a presentation because it's fairly simple, and Jeff did a really great job of his presentation.
Uh, we just want to let you know that we're excited to move forward with this development and we're trying to mitigate the construction traffic as much as possible, which is why we've requested this uh this um tamporary use permit on the neighboring property.
And we're we're looking forward to continuing with our construction.
Um, we're working with the engineering department on our servicing agreement and the um building department on releasing our building permits as soon as possible.

Uh and we are the applicant.
We're um we're not the landowner, but we're the applicant for this temporary use permit.
Um, so we estimate there might be around 50 vehicles maximum on the property.

And we would have obviously control who would be coming on and off the property.

And I'm assuming then uh the convenience of parking there, uh they'll be able to use that uh trail on the water route.

Uh, we have been working with the property owners of two hospital way to secure um agreement in principle uh for pedestrian access across the the statutory right-of-way.
Uh obviously that uh depends on that there are a number of things that still need to happen for that to be occurring, uh but we are moving in the direction that council has asked us to, which is to try and try and uh facilitate uh better pedestrian connections within the town.
I think most importantly, the owners of the property have signaled an intent to enter into an agreement with the process.
Approval in principle, yes.
So if and obviously not only the uh the residents, but um, which is vitally important, but obviously um a great convenience to those that might be or would be parking if um they're in on the number two hospital way if this uh is approved, then they won't have to go the long way around, so they there would be uh benefits as well.
I'm sure they'll still be managing to get their 10,000 steps in a day.
