Dear Mayor and Council,

We are proposing a new business in Admirals Walk Shopping Center in View Royal. The proposed new business is a Cannabis retail store. Our hope is that through a rezoning process and public consultation, the use of Cannabis will be approved for this specific site. We feel that due to our history and decades of experience in business in View Royal we are uniquely positioned to responsibly retail Cannabis. Our experience working with the Liquor Branch (Now BC Liquor & Cannabis Branch, LCCB) along with our track record of compliance, inspection and screening by the LCCB give us the tools to responsibly retail Cannabis.

Our goal is to create a beautiful, clean and modern retail space. We will create 12 new jobs in View Royal, building on the 100 people 4 Mile currently employs. A benefit of the creation of a legal Cannabis retail store is that it supports the legal market, creating jobs in the community and B.C. It also takes money out of the pockets of illicit organizations and creates new tax revenues to support our communities. It also ensures a clean, regulated source of recreational Cannabis residence of View Royal can access with confidence. All legal Cannabis is regulated by Health Canada.

As described, Cannabis is controlled and regulate by the Liquor and Cannabis Branch. The Provincial government controls the entire process from seed to sale and inspection of Cannabis. Provincial inspectors are provided to constantly inspect Cannabis stores and ensure they are operating under the terms and conditions of the Provincial regulations. From a retail perspective the burden of regulating and inspecting retail stores falls on the Provincial government. A portion of the Provincial tax on Cannabis will filter down to municipalities to help licensing costs at a municipal level. Cannabis will be sold by the Provincial government to licensed retailers in plain, opaque, child proof, clearly labeled packing. This will remove the issues of odor and safety regarding the product and packaging. The windows of Cannabis stores will be covered and will not be visible from the outside. Cannabis stores are an age-controlled environment (19 years or older only). A floor plan for this store has been submitted with a detailed security plan to ensure a successful and safe retail store. All staff members who work in Cannabis retail stores are required to have a provincial security check and complete a Serving it Right, responsible Cannabis retailing course from the Provincial government.

Having a retail store in View Royal will give residence more options and access to Cannabis. This will be a benefit to people who currently leave the municipality to purchase recreational Cannabis. As there are currently no Cannabis retail stores operation in View Royal, this will fill a demand that is not currently met in View Royal.
