I am writing to register and voice my opposition to the proposed Amendment Bylaw No. 993, 2018 that proposes:

"adding the following to Section 3.3.2, immediately after Section 3.3.2.j, which will prohibit the following in all areas within the municipality:
k) The production or distribution or sale of recreational marijuana, including the growing of marijuana plants for personal recreational use"

1. In the "Notice of Public Hearing" regarding this proposed bylaw it states "this is proposed as an interim measure" yet nowhere does the notice state the proposed bylaw would have a limited life span or mention a proposed expiry date. Nowhere in the proposed bylaw's wording is there any indication the bylaw is interim, temporary or having any temporal aspects.

2. Why cannot the federal and provincial legislation regulating legal marijuana come into effect and the municipality track attributable issues for a subsequent period of time (2 years)? Then should documented, attributable issues arise during the observation period necessitating remedial regulation, propose a bylaw to address the issues.

3. If you propose to prohibit the distribution, sale and production of this substance, including making illegal the production of a relatively limited quantity for personal consumption, then why have you not also proposed a bylaw to "prohibit in all areas within the municipality: The production or distribution or sale of alcohol, including the brewing of beer and wine for personal use"? Surely within this municipality there have been many, many complaints and significant issues (to the degree of loss of life) where alcohol sold, manufactured or brewed in the municipality was a significant contributing factor. People brew beer and wine in their homes and consume it. Surely our municipality must come to our rescue and prohibit all brewing of wine and beer in our homes to...protect us? Surely the municipality must cancel the business licenses of The Wine Maker, The Four Mile Brewery and Liquor Store and the Casino and pass a bylaw prohibiting the sale and distribution of alcohol to...prevent further problems? Or should it?

4. Prohibiting "the growing of marijuana plants for personal recreational use" can only enhance the demand for illicitly produced and distributed product, funding the success of organized crime and all the social issues that comes with it.

5. Based on my research and knowledge of the legislation that the federal and provincial governments are planning to implement later this year, I feel:
   a) the proposed legislation is reasonable, sensible, comprehensive and appropriate for our community;
   b) my personal liberty will be obstructed by the implementation of amendment bylaw 993, 2018, as proposed.

Your role is to serve and represent us, so serve us and represent us by cancelling this proposed bylaw.

If you will not cancel it then alter it by:

1. changing "k)" to exclude: ", including the growing of marijuana plants for personal recreational use" and instead be:
   "k) The commercial production or distribution or sale of recreational marijuana"
   AND
2. stating within amendment bylaw 993's wording a specific date that it expires.
