Dear Sirs and Madams:
Re: The Woods - 1649 Lloyd Place
Please accept this letter as part of our Development Permit Application for 1649 Lloyd Place which will consist of ten (10) townhouse units. The proposed development is consistent with the Official Community Plan Land Use Designation of Medium Density Low Rise: R-C and ensures heritage protections, along with diversity of housing types.
This will be a two-storey development with a half basement in many of the units. The buildings would feature slopped roofs and hardiplank siding with wood trim. This design has strong residential character and complements the construction of the neighbouring sub-division.
We believe this is a strong development for this area, particularly because of the affordability for young families, retired couples, and DND staff. The nearby recreation options make this an ideal community and neighbourhood development.
The layout consists of three separate clusters of units which allows a number of important archeological resources to remain undisturbed. This includes a substantial tree covenant area located on the south-west of the lot.
We have worked closely with the local First Nations and the Esquimalt Nation has provided a letter in support of this proposal.
The proposed development site is already serviced with sewer, water, and storm drain. Storm water would be managed by mixed in-ground and trench-based infiltration system, which would be connected to the storm train system. Your Engineering Department has reviewed the servicing plans and is satisfied with the concept designs.
Traffic flow has greatly improved with our upgrades on Hart Road and the additional instillation of the traffic lights at the intersection of Hart Road / Island Highway. Additionally, we provided the Town of View Royal with a payment in the amount of $10,000.00. These monies will be used for the purchase of new playground equipment in the local area. These contributions will be added to the Development Cost Charges and the increased property tax revenues.
