RECOMMENDATION:
THAT this report be received for information;
AND THAT the Mayor and Clerk be authorized to execute the contract with Capital Regional District Bylaw Enforcement Services for the provision of Animal Control Services for the years 2014-2016 with the possibility of extension in 2017 and 2018.

PURPOSE OF REPORT:
To seek approval to renew the Animal Control Services contract with the Capital Regional District.
TIME CRITICAL:
The current contract expires December 31, 2013. A new contract should be in place prior to the expiration date.
BACKGROUND:
The CRD has provided cost effective animal control services for the Town of View Royal for a number of years. The current contract with the CRD for this service expires on December 31, 2013.
PROJECT INFORMATION:
The CRD has submitted a proposal to continue animal control services for the Town (See Attachment 1). The proposal is for three years, with the potential to extend the contract for an additional 2 years. The proposed yearly costs are as follows:

*in the event of automatic renewal as per proposed contract.
The total cost of the final year of the current contract is $39,530.
BUDGET IMPLICATIONS:
If Council approves entering into a new contract with the CRD, the above noted costs will be fixed for the duration of the contract.
POLICY IMPLICATIONS:
Council approval is required as the contract extends over 5 years.
SUSTAINABILITY CONSIDERATIONS:
There are limited options for this service in the region. Staff note that there is a positive working relationship with CRD Animal Control and that there have been no significant complaints about the service delivery. Staff believes that the service is provided in a cost effective manner.
ALTERNATIVES TO STAFF RECOMMENDATION:
Staff do not recommend the following alternatives:
- Issue an RFP for Animal Control Services—An RFP is labour intensive and with limited service providers in the region, staff do not believe that a better service is available.
- Cancel Animal Control Services. This service would no longer be provided by the Town. There is no capacity amongst existing staff to take over this function which means that there would be no enforcement of TOVR animal control regulations within the Town of View Royal (which would also include Thetis Lake Park).
RECOMMENDATION:
THAT this report be received for information;
AND THAT the Mayor and Clerk be authorized to execute the contract with Capital Regional District Bylaw Enforcement Services for the provision of Animal Control Services for the years 2014-2016 with the possibility of extension in 2017 and 2018.
