RECOMMENDATION:

THAT Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 868, 2013 be provided first, second, and third reading.

PURPOSE OF REPORT:

To provide council with information on the changes contained within the Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 868, 2013, and the impact these changes will have on citizens of View Royal

TIME CRITICAL:

The bylaw must receive final reading and adoption prior to mailing the 2013 sewer user fee invoices. If the first three readings are provided at the September 10, 2013 special council meeting, adoption will be able to occur at the October 1, 2013 council meeting, with invoices mailed that week.

BACKGROUND DISCUSSION:

The 2013 budget was set at $745,877. Of this 15% is collected via a flat fee per single family dwelling unit, and the remaining 85% is collected based on the annual winter water consumption from November 2012 to April 2013.

The required 2013 annual sewer fee is as follows:

  • $20.07 per single family dwelling unit equivalent, is the annual base sewer user charge, and
  • $1.46 per cubic meter is the annual consumption charge for water usage during the period of November 2012 to April 2013.

The total billable water consumption for the period of November 2012 to April 2013 is 432,464 m³. The total number of single family unit equivalents is 5,575 units.

The 2012 sewer fee rates were $19.58 per single family dwelling unit equivalent and $1.37 per cubic meter. The 2013 rates represent a 2.5% and 6.6% increase respectively.

The reason for the increase over 2012 is to cover the increase in the sewer budget over the prior year.

RECOMMENDATION:

THAT Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 868, 2013 be provided first, second, and third reading.
