Written Feedback – Official Community Plan Bylaw Update (December 2, 2025, Public Hearing) on the Western Gateway Designation

Dear Mayor Tobias and Members of Council,

On behalf of Carson Auto Group, the owners of the property at 1660 Island Highway, we are writing to provide our feedback on the proposed Official Community Plan (OCP) bylaw update with a specific focus on the Western Gateway designation.

First, we want to express our general support for the Township's intent to focus and intensify employment uses within this area. Strengthening the Western Gateway as a key employment corridor is a forward-thinking goal that will benefit the entire community and our region.

Ensuring Zoning Support for Existing Employment Uses Remains Intact:

As you finalize the OCP, we respectfully ask that Council ensure automotive dealerships are explicitly maintained as an allowable and supported use within the Western Gateway. Dealerships are significant economic drivers for View Royal, and our contributions include:

  • Local Employment: Providing stable, well-paying jobs for residents in sales, technical service, and administration.
  • Tax Revenue: Generating substantial property tax revenue that funds essential municipal services.
  • Economic Support: Serving as an essential service for residents and businesses while supporting a network of local suppliers.

Keeping dealerships as a cornerstone of View Royal’s employment lands is vital for our shared economic prosperity.

Work with Professionals on Protecting and Enhancing Sensitive Ecosystems:

Regarding the proposed changes to environmental protection areas along Esquimalt Harbour, we support the goal of ecological enhancement. To achieve this in a balanced way, we support the Township in allowing for site-specific environmental reports regarding setbacks, enhancements and protections from qualified professional biologists. This approach ensures that meaningful environmental improvements can be made while also ensuring properties along the Island Highway to be developed to their highest and best use from an employment standpoint.
