BUSINESS ARISING FROM PREVIOUS MINUTES
REPORTS
a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1033, 2019 - 7 Erskine Lane
M. Johnston, K. Klippenstein and D. Lamoureux, applicants, gave a presentation to the Joint Committee regarding the rezoning application for 7 Erskine Lane, specifically:
- site history;
- remediation intentions;
- OCP compliance;
- height variance;
- green space;
- parking;
- off-site improvements - connection to alternate modes of transportation;
- work/live potential for neighborhood employers;
- road widening;
- frontage and cul-de-sac improvements;
- lighting;
- amenity contribution; and
- parks improvement cost charges.
The Committee discussed the following:
- site coverage;
- traffic and parking impacts;
- construction parking impacts;
- protection measures for the natural site, nearby stream and potential for First Nation disturbance;
- community Amenity contributions;
- building massing from the street;
- housing options included in the development;
- why not build to density – because they would need to challenge parking requirements and it would require considerable blasting;
- storm water management; and
- community parks both on and offsite.

JOINT-01-20 THAT the Committee recommend to Council that a portion of the contributions collected from the development at 7 Erskine Lane be used to develop local park space in the neighborhood. CARRIED

JOINT-02-20 THAT the Committee recommend to Council that the rezoning at 7 Erskine Lane be approved. CARRIED
