Parking Requirements Review for Lakeside Village

Definitions, 'Neighbourhood Commercial' is an amalgamation of small commercial uses, of not more than 500 m2 of gross floor area for each commercial unit, which provide convenience retail and commercial services to the immediate surrounding residential neighbourhood. The parking requirements of the Community Market and Office land uses would be as required in the current Town of View Royal's Land Use Bylaw. This would bring the proposed parking requirement to a total of 59 spaces. With the reduction proposed due to the location of the land uses and access for alternative modes of transportation, the revised total would be 53 spaces.

It is further proposed that the residential component of this project be considered a NCZ or MU1 Zone in the Town of View Royal. This project as described is quite similar to the description of the City of Langford Zoning Bylaw No. 300 (under the heading VII Residential, Multi-Family Dwelling) and Section 6.51, which describes a Residential Commercial Zone as a mix of residential and commercial uses to create a vibrant transition between the downtown commercial area and other nearby uses. As indicated in Exhibit 4, this would mean that the residential component of this proposed development should provide a minimum of 68 spaces.

5.0 SUMMARY

In summary, the analysis indicates that 53 parking spaces for the commercial component and 68 parking spaces for the residential component will be sufficient. The project sheet for the development as illustrated in Exhibit 2 indicates that 53 stalls are being provided for the commercial land uses and 70 parking spaces for the two residential buildings which meets or exceeds the recommended number of parking spaces to be supplied.

With the provision of bicycle parking, these figures may be generous considering the proximity to the Galloping Goose Trail, bus routes and future E&N Rail Trail. There is a new transit route serving the area around the Lakeside Village Development area. Route 53 – Atkins Road will carry passengers (hourly Monday thru Saturday, 7am to 6pm) to both the Western Exchange located near Juan de Fuca Recreation Centre, and the Langford Exchange located at Westshore Town Centre. This route is in addition to the proposed seasonal route to the Thetis Lake Park which is to be introduced this summer.

Another aspect which should be considered, although it was not used to develop further reductions in the parking requirements, would be the implementation of Transportation Demand Management (TDM) programs. For example ride-sharing or subsidized bus passes could be used to reduce the number of vehicular trips by employees to and from the development.
