Purchase of a Dump Truck for Parks

RECOMMENDATION:

THAT Council approve the purchase of a Dump Truck, from P & R Western Trucks for the amount of $83,296.00 plus tax;

AND THAT authorization be given to expend the funds in 2014.

PURPOSE OF REPORT:

As part of the 2013 budget funding $100,000 was allocated for the purchase of a dump truck for the parks division.

BACKGROUND:

The current truck is a 1993 Chevrolet 1 ton 4X4. The truck has had several major issues mechanically and it is anticipated that extensive mechanical repairs are needed as issues are arising (oil leaking from turbo) in addition the engine and its starting capabilities are experiencing difficulties. The body is rusting to the point that areas have rusted through and the tool boxes are falling off.

PROJECT INFORMATION:

Several challenges exist within the Parks division concerning vehicles and equipment. Generally speaking the fleet is older ranging from 7 to 20 years of age. Some trucks are well past their optimum replacement dates. With this in mind we opted to purchase a regular dump truck to facilitate future purchases to replace the existing fleet. Three companies were contacted to provide pricing. Only one company was able to provide a complete quote P & R Western Trucks has offered a 2014 Fuso FG 140 at a cost of $83,296 plus tax. Included in this price is a front body plow.

BUDGET IMPLICATIONS:

The budgeted amount for the truck is $100,000.00 the vehicle being recommended is below the allocated budget amount. Although the truck will be authorized for purchase in 2013 the delivery will take place in 2014. Authorization is required to commit 2013 funds to the 2014 calendar year.

ALTERNATIVES TO STAFF RECOMMENDATION:

It is past the point where maintaining the current vehicle makes fiscal sense. As an alternative we could purchase a used one ton with a dump box and add an aftermarket plow this will allow us to continue business as usual for the next 5 to 7 years. The cost would likely be in the $55,000 plus tax range.
