Staff report recommending that the Town of View Royal enter into a renewed three-year operating agreement with the Greater Victoria Public Library for 2014-2016.

GREATER VICTORIA PUBLIC LIBRARY (GVPL) OPERATING AGREEMENT
RECOMMENDATION:
THAT the Town of View Royal enter into the Greater Victoria Public Library Operating agreement for the period January 2014 to December 2016 and that the agreement be executed substantially in the form attached to the report from the CAO dated November 27, 2013.
PURPOSE OF THE REPORT:
To receive authorization to renew our contractual relationship with the GVPL for a three year period.
BACKGROUND:
The Town of View Royal relationship is established contractually as a participant with the Greater Victoria Public Library, Central Branch. The operating agreement with the Greater Victoria Public Library expires December 31, 2013.
The operating agreement has undergone a legal review arranged by the Greater Victoria Public Library Administration. The participating municipalities have also reviewed the document with the GVPL staff. The structure of the agreement and language has been simplified without substantive change to the terms of the agreement.
The term of the agreement proposed by the GVPL has been reduced from 5 years to a three year period. It is anticipated that some Provincial Legislation may come into play during the next few years.
