CRD BICYCLE WAYFINDING DRAFT GUIDELINES
RECOMMENDATION
THAT Council receive the March 27, 2014 report regarding CRD Bicycle Wayfinding Draft Guidelines;
AND THAT Council provide feedback on the report to Staff (to be forwarded to the CRD) by April 10th 2014;
AND THAT Council communicate to the CRD that the Town is interested in moving forward with entering into a partial-funding partnership with the CRD to sign routes (to be determined) in View Royal.

PURPOSE OF REPORT
The purpose of this report is to present the draft CRD Bicycle Wayfinding Guidelines report, and to give Council the opportunity to communicate their interest in participating to the CRD. The letter from the CRD (attached) requests information by the 4th of April but subsequent request has pushed this date back to the 11th. It is requested that Council provide feedback to staff by the 10th and that staff relay information to the CRD.
ISSUES AND ANALYSIS
The CRD has produced a set of guidelines for bicycle wayfinding which is aimed to provide sign standards and sign consistency across the region. The CRD is looking for interested municipalities which have routes in mind, as 'some' funding is available (partial funding will be provided by the CRD) but exact amounts are unknown at this time. Staff members interested in aiding CRD staff with implementation will also be required; as the Planner is a member of the CRD Bike/Pedestrian Committee this would not be a significant additional staff commitment.
The goal is to have signs on the ground in 2014.
Staff does not believe that approving the recommendations and responding to the CRD with an expression of interest will in any way commit the municipality to significant expense. This is merely an expression of interest, and an opportunity to provide feedback.
Of particular note is the opportunity for branding within the signs. Council is encouraged to provide thoughts regarding branding and logos as part of this initiative. More information in that regard is expected in future drafts of the guidelines.
Staff suggests that, at a minimum, the Galloping Goose and E&N Rail Trail could be identified as signage priorities.
