a) Zoning Bylaw Review – Draft Bylaw

C-01-14 THAT the report dated January 15, 2014 from the Planner titled "Zoning Bylaw Review – Draft Bylaw" be received for information;

b) Public Safety Building Municipal Security Issuing Resolution
- Report dated January 15, 2014 from the Director of Finance
Council requested that the sewer fund be used for temporary borrowing and that proceeds from the sale of 280 Island Highway be used to repay the sewer fund. The Chief Administrative Officer noted that should the proceeds from the sale of 280 Island Highway be insufficient, the matter will be brought back to Council.

C-02-14 THAT borrowing from the Municipal Finance Authority of British Columbia be approved as part of the 2014 Spring Borrowing Session for five million, four hundred and ninety thousand dollars ($5,490,000) as authorized through Public Safety Building Loan Authorization Bylaw No. 839, 2012;
AND THAT the Capital Regional District be requested to consent to the Town of View Royal's borrowing over a twenty (20) year term and include the borrowing in their Security Issuing Bylaw. CARRIED
