SANITARY SEWER RATES AND REGULATIONS BYLAW NO. 397, 2000, AMENDMENT BYLAW NO. 903, 2014
RECOMMENDATION:
THAT the Town of View Royal Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 903, 2014 be given first, second, and third readings.

PURPOSE OF REPORT:
To provide council with information on the changes contained within the Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 903, 2014, and the impact these changes will have on citizens of View Royal
TIME CRITICAL:
The bylaw must receive final reading and adoption prior to mailing the 2014 sewer user fee invoices. If the first three readings are provided at the September 16, 2014 special council meeting, adoption will be able to occur at the October 7, 2014 council meeting, with invoices mailed that week.
BACKGROUND DISCUSSION:
The 2014 budget was set at $761,687. Of this 15% is collected via a flat fee per single family dwelling unit, and the remaining 85% is collected based on the annual winter water consumption from November 2013 to April 2014.
The required 2014 annual sewer fee is as follows:
- $20.29 per single family dwelling unit equivalent, is the annual base sewer user charge, and
- $1.48 per cubic meter is the annual consumption charge for water usage during the period of November 2013 to April 2014.
The total billable water consumption for the period of November 2013 to April 2014 is 437,409 m³. The total number of single family unit equivalents is 5,630 units.
The 2013 sewer fee rates were $20.07 per single family dwelling unit equivalent and $1.46 per cubic meter. The 2014 rates represent a 1.1% and 1.4% increase respectively.
RECOMMENDATION:
THAT the Town of View Royal Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 903, 2014 be given first, second, and third readings.
