    Staff Recommendation: THAT Council approve borrowing from the Municipal Finance Authority of British Columbia, as part of the 2014 Spring Borrowing Session, five million, four hundred and ninety thousand dollars ($5,490,000) as authorized through Public Safety Building Loan Authorization Bylaw No. 839, 2012; AND THAT the Capital Regional District be requested to consent to our borrowing over a 20 year term and include the borrowing in their Security Issuing Bylaw.

From the January 14, 2014 Committee of the Whole meeting a) Workplace Bullying and Harassment Policy 2600-037 THAT staff review the Greater Victoria Public Library’s “Respectful Workplace” Policy and make changes to reflect a similar tone and format in the draft Workplace Bullying and Harassment Policy 2600-037.       b) Traffic Concerns on Rudyard and Stormont Roads due to Left Turns from Helmcken Road THAT the Committee recommend to Council that staff hold a public open house in the next few months regarding left turns from Helmcken Road onto Rudyard Road. (COW-02-14)

      c) Concerns Re: Bike Trail Entrance to Portage Park THAT the Committee recommend to Council that staff review the bike trail entrance to Portage Park and prepare a report outlining potential solutions to address bicycle speed. (COW-03-14)
