PURPOSE OF REPORT:

To amend the Tree Protection Bylaw regarding a.) the selection of consulting arborists; b.) replacement trees to be placed on Town property where necessary; and c.) the value of replacement trees to be provided where appropriate.

BACKGROUND/DISCUSSION:

At the July 8, 2014 Committee of the Whole meeting, a report prepared by the Parks Supervisor entitled “Tree Permit Applications – Required Arborist Reports” (see Attachment “A”) was considered and the following motion passed:

THAT Tree Protection Bylaw No. 695, 2009 be amended to include the ability to direct applicants to consult arborists of the Town’s choice to determine the health of the trees proposed for removal (COW-64-14).

At the same meeting, a request was also made to amend the subject bylaw to facilitate the planting of replacement trees on Town property and to accept the value of replacement trees in situations where there is insufficient area on the applicant’s parcel to accommodate replacement trees. For example, if an applicant removes three trees they would be requested to replace those trees with six trees, for which they may only have sufficient area to accommodate four trees. The bylaw, if amended, would then allow the Town to require the remaining two replacement trees to be provided on the boulevard in front of the home or in a municipal park. Alternatively, the Town could request the value of the replacement for those two trees - $100 or $150/tree (depending on the species and/or size of tree to be removed).
