1. CALL TO ORDER – Mayor Screech called the Public Hearing to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on May 4, 2022. The notice was also advertised in two consecutive issues of a newspaper being the Times Colonist on Wednesday, May 11, 2022 and Thursday, May 12, 2022. A total of approximately 309 notices were mailed on May 5, 2022 to owners and residents of land located within a 400 metre radius of the subject property.

a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1093, 2022 to Amend the CD-12: Comprehensive Development (Erskine Lane) Zone with Regard to 10 Erskine Lane
1. Report dated May 11, 2022 from the Senior Planner
The Senior Planner gave a summary of the report to Council noting that the proposal is to amend the zone to increase the permitted building height, floor space ratio, and number of multifamily residential units by thirteen.
Council and staff discussed the approved rezoning from 2008, the lapsed development permit from 2008, building height, and building setbacks.

THAT the report dated May 11, 2022 from the Senior Planner titled “Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1093, 2022 to Amend the CD-12: Comprehensive Development (Erskine Lane) Zone with Regard to 10 Erskine Lane” be received for information. CARRIED

E. Gibson, Wiser Projects, consultant, gave a presentation to Council regarding the proposed development at 10 Erskine Lane, specifically:
- site background;
- project overview;
- Housing Needs Report and the Official Community Plan;
- walkability;
- community engagement;
- building design;
- privacy screening;
- finalized community amenity contribution; and
- project benefits.
Council and Ms. Gibson discussed affordability, screening, outdoor deck usage and sound, and the need for three-bedroom units.
